Sailor Moon Drops is a match-three puzzle game, where the player has to clear different colored gems from the board in order to achieve the stage's objective, similar to games like Candy Crush. Each stage allows only a certain number of moves with which to complete the objective; any moves left over at the end will earn bonus points. Completing certain objectives can also earn trophies, which can be exchanged for boosters or other special items.

The player begins with only Sailor Moon as a character, and as they advance through the stages they will see short episodes that follow the story of the series through the Stars arc. The player can obtain new characters during the course of the story, while other characters can be obtained during special time-limited events. During character events, an icon will take the player to a special map or series of maps, and completing the stages there can earn various items as well as the objective character.
