The game is an arena fighter for up to 4 fighters where each character can be one of the many Kamen Riders. Each of the Riders have their own movesets with different focuses. The different Rider arts each character have can combo differently. When the player fills up the Scramble Gauge, the player can transform into their strongest form. In the battle, there are Rider Boosts that affect the fighter's stats.

The single player story mode is structured in stages. For each stage, the player fights as a particular Rider according to the plot and has to defeat enemies within a time limit. There is a bonus objective on top of that for every stage. After it is completed, it can be played with any unlocked Rider.
